About Us

Apex Power Group, LLC was formed in 2007 after the Principals had worked together on development of Panoche Energy Center. The team formed an instant connection and found that our strengths and abilities were comprehensive and complimentary for the ongoing development of power projects. Gary Chandler, David Jenkins and Michael King leveraged their significant Power and Electric Utility experience to form Apex Power Group. We now have a combined power experience exceeding 100 years.


Apex found substantial synergy by fostering long-term relationships and utilizing a team success model that is the basis for all of our ongoing development. Our business model is built on team efforts to successfully implement a project from concept to commercial operations. We work repeatedly with teams of trusted organizations, often with the same individuals for conceptual design, cost estimates, permitting. We are able to develop projects efficiently by quickly making informed decisions and by only working with trusted parties who excel in their disciplines. We have complete confidence in our ability to implement any conceptual project at or below the projected cost within the allotted time schedule.



Michael
King


Mr. King is the Managing Partner and a founding member of Apex Power Group, LLC. He is currently focused on early stage development for two new projects to be announced in Mid 2016.


He is responsible for all aspects of power plant development, with special emphasis on technical development issues. Mr. King was key in the development of Pio Pico Energy Center, a 300MW peaking and load following plant in San Diego County, CA. He led the development for:

  • Conceptual design and cost estimates
  • Site Control
  • Competitive bid preparation
  • Electrical interconnection
  • Major equipment selection
  • Engineering and EPC contract

He provided key support for Pio Pico power purchase agreement negotiations, permitting and financing activities.


Mr. King was integral to the development of Panoche Energy Center, a 400MW Peaking Plant in Fresno County, CA. He worked on the development since the original concept in 2004 in preparation for a competitive solicitation from Pacific Gas & Electric. He led the technical development activities on Panoche and supported every aspect of development.


Prior to his work at Apex, Mr. King held leadership positions at Cinergy Solutions and Duke Solutions in power development. He has over 30 years experience in the electric utility industry in the areas of Project Development, Plant Operations, Performance Engineering and Testing. He was responsible for Business Development, Strategic Planning and Operations at one of the largest District Steam Systems in the United States from 1994 to 1999. His thirty plus years development experience in the Power Industry includes system performance improvement and optimization analysis, business financial analysis and improvement, environmental compliance planning and project management. He received a B.S. in Industrial Engineering from Purdue University.



Mary
King


Mary F. King PE is the VP, Environmental & Development for Apex Power Group, LLC. She is currently focused on development support for new projects, with special emphasis on regulatory and site related issues.


Mary joined Apex in December of 2015, bringing with her over 30 years of experience in environmental permitting, engineering, plant operations and construction management. She has worked in various industries including: refining, specialty chemical manufacturing and industrial waste treatment. Mary is a graduate of Purdue University, with a degree in Chemical Engineering and is also a registered Professional Engineer in Indiana.


Mary was an Owner and Officer of Pyramid Design & Construction an industrial construction company, where she was responsible for Engineering, Business Development and Construction. Prior to joining Pyramid, Mary held leadership positions at Heritage Environmental Services as Compliance & Engineering Manager and Operations Manager, and also at Micronutrients as Environmental, Health & Safety and Quality Manager.



David Jenkins


Mr. Jenkins was a founding member of Apex Power Group, LLC. He is curently focusing on Pio Pico and other Ares EIF initiatives. Mr. Jenkins was key in the development of Pio Pico Energy Center, a 300MW peaking and load following plant in San Diego County, CA. He successfully navigated the complex issue of permitting the first EPA Prevention of Significant Deterioration (PSD) under the GHG Tailoring Rule. He led the development for:

  • Permitting with California Energy Commission
  • Site environmental issues
  • Air permitting
  • Emission Reduction Credit acquisition
  • Community outreach

He provided key support for Pio Pico bid development, power purchase agreement negotiations, engineering and financing activities.


Mr. Jenkins was integral to the development of Panoche Energy Center, a 400MW Peaking Plant in Fresno County, CA. He worked on the permitting and environmental issues since the project was conceived in 2004. He organized and led the entire permitting effort in California.


Prior to his work at Apex, Mr. Jenkins held various leadership positions at Cinergy Solutions and Cinergy for over 25 years. Mr. Jenkins managed and participated in environmental science, compliance and permitting, as well as regulatory development programs. He was an active member on Edison Electric Institute (EEI) and Electric Power Research Institute (EPRI) environmental committees, work groups and advisory panels. At EEI he helped shape state/federal laws and regulations on water and land resources. During his last 10 years with Cinergy, he was an Environmental Manager, serving Cinergy Solution's power project development and acquisitions group with; envrionmental planning, risk assessment, due diligence, contracting, permitting, as well as compliance and customer relations. While working on the development of the Panoche Energy Center in Fresno County, California, Mr. Jenkins joined his partners to form Apex Power Group. He received an M.B.A. from Indiana Wesleyan University, and a B.S. in Chemistry from Purdue University.



Gary Chandler


Mr. Chandler was a founding member of Apex Power Group, LLC and currently operates in an advisory role. He was responsible for all aspects of power plant development, with special emphasis on finance and contractual development issues. Mr. Chandler was key in the development of Pio Pico Energy Center and Panoche Energy Center, key successes for Apex. Prior to his work at Apex, Mr. Chandler experienced notable development success with the 240 MW Crockett Cogeneration and the 1,100 MW Mountainview Power Plant in Redlands, CA.


Mr. Chandler has more than 30 years of power asset development experience throughout the United States. While serving as Vice President of Pacific Generation Company, Mr. Chandler helped found Energy Investors Funds in 1987 and served as a member of it's Board of Directors through 1991. For more than thirty years, Mr. Chandler has led or participated in the development, construction and financing of numerous power projects within California and throughout the United States. During Mr. Chandler's lengthy involvement in the electric generation industry, he has served as executive vice president of VEDCO Energy (Houston, TX) and as vice president of Pacific Generation Company (Portland, OR). Mr. Chandler now serves as Chairman of the Board of Bear River Mutual Insurance Company and has previously served on the board of EIF, VEDCO Energy, Atlantic Orient Corporation, Mt. Poso Cogeneration Company, San Diego Central Cooling Company as well as others. He received an M.B.A. from the University of Utah and a B.A. degree from Brigham Young University.
